Mr. Claude B.F. Haylock

Director

Mr. Claude B.F. Haylock was appointed as Director General and Deputy Chairman of the Financial Services Commission of Belize (the “FSC”) on September 1, 2017. In his current role, Mr. Haylock is the chief executive officer of the FSC and is responsible for oversight, regulation, and supervision of the “non-bank” financial services sector in Belize. He also serves as the Registrar of Companies, Registrar of Merchant Shipping, and the Registrar of numerous other legal entities including NGOs/NPOs, Foundations, and Trusts.

Before joining the FSC, Mr. Haylock held senior roles in the research and bank supervision departments of the Central Bank of the Bahamas and served on the board of directors of the Bahamas International Securities Exchange. Mr. Haylock also had a distinguished career in diplomacy, serving as a senior diplomat in Belize’s foreign service and advisor on development and economic affairs to the president of the United Nations General Assembly in 2003/2004.

Mr. Haylock specializes in strategic management, corporate governance, transparency, and developing and implementing policies/strategies that mitigate risks in the financial sector.

A national of Belize, Mr. Haylock holds a Bachelor of Arts degree in international relations and a master’s degree in public and international affairs. He has also received additional training in issues related to financial sector regulation and supervision.
