Historic signing: Belize-El Salvador PSA

Finance Belize was honoured to join the Belize delegation for the historic signing of the Belize-El Salvador Partial Scope Agreement (PSA) on 13 August 2026.

Finance Belize CEO, Mr. Hero Balani, joined key public and private sector stakeholders, including members of the Belize Chamber of Commerce & Industry (BCCI), for the official signing ceremony in San Salvador.

During the afternoon Business-to-Business (B2B) Session, Finance Belize delivered a dedicated presentation on investment opportunities across Belize’s financial services sector. The briefing showcased the “Belize Advantage” and the country’s evolving opportunities in areas such as wealth management, securities and capital markets, company formation, international banking, maritime registry, corporate financial services, and the emerging fintech and digital assets.

Beyond preferential market access for goods, the PSA provides an important platform for strengthening bilateral investment. This includes the establishment of a Bilateral Trade and Investment Promotion Group, which will encourage cross-border investment through technical cooperation, joint initiatives, capacity-building, and knowledge-sharing.

The Agreement also establishes a framework to advance negotiations toward a Double Taxation Agreement (DTA) and a Bilateral Investment Treaty (BIT) in support of its implementation. Once negotiated and brought into force, these instruments can help to strengthen investor protection, and create greater confidence for businesses and investors operating across both markets.

Finance Belize looks forward to supporting the implementation of the PSA and ensuring that financial services form an integral part of the growing the economic partnership between Belize and El Salvador.
